AN ACT

To authorize and appropriate additional sums of $25,000 from the National Treasury in the form of supplemental budget for the general operations of the National Government of the Republic of Palau for the fiscal year ending September 30, 2006, to amend Section 12 of RPPL 7-13, to repeal all conditions and implement the new public service system reclassification and for related purposes.

THE PEOPLE OF PALAU REPRESENTED IN THE OLBIIL ERA KELULAU DO ENACT AS FOLLOWS:

Section 1. Short title. This Act may be cited as "The Supplemental Budget Authorization and Appropriation Act."

Section 2. Legislative findings. The Olbiil Era Kelulau hereby finds that it is necessary to adjust the budget of the legislative branch as established in RPPL No. 7-13. The Olbiil Era Kelulau finds it necessary to adjust the legislative branch RPPL No.7-13 budget level to $3,594,500.

Section 3. Amendment. Sections 5 of RPPL No. 7-13 is hereby amended to read as follows:

"Section 5. Legislative Branch. The sum of $3,597,500 is hereby authorized to be appropriated and is appropriated for expenditure or obligation for fiscal year 2006 for the purpose of covering the operational and contingent expenses of the Legislative Branch. The total amount authorized to be appropriated and appropriated shall be made up of the following available revenues: The amount of $2,597,500 shall come from local revenues; and the amount of $1,000,000 shall come from Compact Section 211(f) Trust Fund Investment Earnings. The total authorization and appropriation shall be allocated according to the following schedule:

Section 5 Total $3,597,500

Section 4. Amendment. Amend Section 12 of RPPL No. 7-13, Public Service System Reclassification, to read as follows:

"Section 12. Public Service System Reclassification. The sum of $450,000 is hereby authorized to be appropriated and is appropriated for expenditure or obligation for fiscal year 2006, beginning January 1, 2006, for the purpose of implementing the Public Service System Reclassification as recommended through the review of government wages and salaries pursuant to RPPL No. 6-12 (26). The entire amount authorized to be appropriated and is appropriated shall come from local revenues."

Section 5. Effective date. This Act shall take effect upon its approval by the President of the Republic or upon its becoming law without such approval.
