THE WESTERN PROVINCE NORO HOUSING PROJECT SPECIAL FUND ORDINANCE 1986
[Consolidation - This is a consolidation of the principal Ordinance and amendments or intended amendments as at 1 January 1995. Errors in spelling or grammar or omissions of words in the Gazetted Ordinance have been corrected in this Consolidation. This is not an authorised version of the Ordinance.
The principal Ordinance came into effect on 20 May 1988 upon Gazettal under LN 53/88.
The enactments consolidated are:
WP Noro Housing Project Special Fund Ordinance 1986.
An Ordinance to provide, for the control and management of special funds to be used for the construction of residential houses at Noro in Western Province.
1. Short Title and Commencement - This Ordinance may be cited as the Western Province Noro Housing Project Special Fund Ordinance 1986 and shall come into effect on the date of publication in the Gazette.
2. Creation of Special Fund - A special Fund which shall not form pan of the Western Provincial Fund is hereby created for the aims and purposes of holding and providing revenues for the development, construction, maintenance and management by Western Province of a number of residential housing units -on certain lands situated at Noro in the Western Province.
3. Sources of Income for Special Fund - The sources of income for the Special Fund are a loan from the National Provident Fund for the sum of $3.5 million guaranteed by the Solomon Islands government other loans, land rental and sale proceeds from the Noro Housing Project units.
4. Expenditures - (I) The Provincial Treasurer upon written authorisation by the Premier may make expenditures from the special Fund for the following purposes
(a) Formulation of the Nero Housing Project, including but not limited to expenditures associated with drafting, designing and architectural works;
(b) Site identification and land acquisition;
(c) Loan repayments;
(d) Noro Housing Project administrative matters;
(e) Noro Housing Project contracting, sub-contracting, construction, materials and maintenance costs (U Payment of Noro Housing Project labour and management personnel;
(f) All other purposes approved by the Western Provincial Executive relating to the purposes Stated In section 2.
(2) The Western Provincial Assembly shall not appropriate expenditures from the special Fund.
5. Provincial Treasurer to be Accounting Officer - The Provincial Treasurer shall be the Accounting Officer for the special Fund; he shall maintain complete records to provide at all times a clear account of the current state of the finances and financial commitments of the Fund including a record of all receipts into and payment from the Fund.
6. Estimates and Accounts - (I) Estimates of revenues and expenditures for the special Fund shall be included with the annual estimates of revenue, and expenditure presented to the Western Provincial Assembly under section 4 of the Western Province Financial Management Ordinance 1984.
(2) A detailed statement or the transactions of the special Fund signed by the Premier and Provincial Treasurer shall he presented annually to the Western Provincial Assembly.
