AN ACT TO REGULATE THE HOLDING OF RAFFLES AND OTHER LOTTERIES
Commencement [24th November, 1919]
1 Short title.
This Act may be cited as The Raffles Act.
2 Interpretation.
In this Act:
"Minister of Police" includes the chief officer of the police in any district;
"Raffle" means any mode of disposing of any article by chance.
3 Raffles to be licensed.
Every person desiring to hold a raffle shall apply to the Minister of Police for a licence and shall on making such application state the description of the article or articles to be raffled together with the amount intended to be charged for each chance in the raffle and the total number of chances proposed to be sold.
4 Duties of Minister.
The Minister of Police before issuing a licence for a raffle shall wherever practicable make an inspection for the article or articles to be raffled and if the sum proposed to be raised by the raffle appears to him to be excessive as compared with the fair value of the article to be raffled he may either refuse to issue a licence or may issue a licence subject to such conditions as may from time to time be imposed by the Cabinet in that behalf. (Substituted by Act 21 of 1930.)
5 Fees for Licence.
The fees specified in the Schedule shall be paid in advance to the Minister of Police.
6 Offences and penalties.
Every person who shall:
(a) hold or attempt to hold any raffle without having first obtained a licence from the Minister of Police, or
(b) sell or attempt to sell any chance in a raffle in excess of the total number of chances authorised by the licence, or
(c) conduct or attempt to conduct a raffle contrary to the conditions therein imposed (Added by Act 21 of 1930.),
shall be liable on conviction to a fine not exceeding $50 and in default of payment to a period of imprisonment not exceeding 2 months. (Amended by Act 33 of 1988.)
7 Regulations.
(1) The Minister of Police may make Regulations for carrying out the purposes and provisions of this Act.
(2) The Raffles Regulations made by the Minister of Police on 14 November 1930 shall be deemed to have been made under this section. (Inserted by Act 33 of 1988.)

FEES FOR LICENCES FOR RAFFLES
Where the total value of the chances authorised to be sold does not exceed $100 the fee shall be five per centum of the value.
Where the total value of the chances authorised to be sold exceeds $100 the fee shall be five per centum on the first $100 and two and a half per centum on the remainder.
Minimum charge $2.
