ELECTORAL BOUNDARIES REGULATIONS 2010
WHEREAS the Electoral Boundaries Commission Act 2010 which came into force upon Royal Assent on the 6th day of May 2010 and was published in the Gazette on the 10th day of May 2010 requires in section 20 that the Electoral Boundaries Commission make regulations to determine, define and establish the boundaries of electoral constituencies;
AND WHEREAS the Electoral Boundaries Commission was established by section 3 of the Electoral Boundaries Commission Act 2010 and is comprised of those members duly appointed by His Majesty in Council in accordance with section 4 of the Electoral Boundaries Commission Act 2010;
AND WHEREAS the Electoral Boundaries Commission is required by clause 60 of the Constitution (as amended by the Act of Constitution of Tonga Amendment Act 2010), the Proviso to section 19(a) of the Electoral Boundaries Commission Act and by the Proviso to section 20(I) of the Electoral Boundaries Commission Act to make the regulations based on the recommendations of the Royal Constituency Boundaries Commission as approved by the Legislative Assembly;
NOW THEREFORE
The Electoral Boundaries Commission, in exercise of the powers contained in section 20 of the Electoral Boundaries Commission Act 2010 hereby makes the following regulations:
1. Short Title
These regulations may be cited as the Electoral Boundaries Regulations 2010.
2. Electoral Boundaries for next general election
For the purposes of the next general election held after these regulations are made, the boundaries of the 17 electoral constituencies for the election of representatives of the people shall be as set out in the Schedules to these regulations.

TONGATAPU 1 ELECTORAL CONSTITUENCY
GENERALLY
Tongatapu 1 contains many of the settlements of Kolomotu'a (including Sopu-`o-Taufa'ahau, `Isileli, Hala-'o-vave, Tu'akatakilangi, Longolongo, Vaololoa, Tongata'eapa, Kapeta and Tufuenga). These are all on government estate areas on the west of the Greater Nuku'alofa.
PRECISE BOUNDARIES
All that portion of Tongatapu which is enclosed by the following boundary lines -
Beginning at the junction of Vaha'akolo Rd and Vuna Rd (21° 07' 49", 175° 12' 03"), thence southwestwardly along the centreline
of Vaha'akolo Rd to its junction with the estate boundary between the estate belonging to Fielakepa and that belonging to the Government
(21° 08' 50", 175° 12' 56"), thence northwestwardly and southwestwardly along that same estate boundary to its junction
with Veikalae Rd (21° 08' 58" , 175° 13' 29"), thence westwardly along the centreline of Veikalae Rd to its junction with
Taitai Rd (21° 08' 49", 175° 13' 48"), thence northwardly along the centreline of Taitai Rd to its junction with Hihifo

TONGATAPU 2 ELECTORAL CONSTITUENCY
GENERALLY
Tongatapu 2 includes the CBD and the main seat of Government in Tonga, including the Royal Palace. It contains part of Kolofo'ou,
Fanga-'o-Pilolevu, Mailetaha, Haveluloto and the Northern part of Tofoa/Koloua. All of these areas are Government estates except
Haveluloto which is an estate of the noble Fielakepa. The Western boundary around Haveluloto follows the boundary of this estate.
Other boundaries follow major roads through the Kolofo'ou district.
PRECISE BOUNDARIES
All that portion of Tongatapu which is enclosed by the following boundary lines -
Beginning at the corner of Vaha'akolo Rd and Vuna Rd (21° 07' 49", 175° 12' 03"), thence southwestwardly along the centreline
of Vaha'akolo Rd to its junction with an unnamed road that marks the boundary between the estate belonging to Fielakepa and that
belonging to the Government (21° 08' 50", 175° 12' 56"), thence follow that estate boundary northwestwardly, southwestwardly
and southeastwardly to its junction with Vaha'akolo Rd (21° 09' 06", 175° 13' 21"), thence southwestwardly along the centreline
of Vaha'akolo Rd its junction with an unnamed road immediately south of the Talamahu market (Tofoa) (21° 09' 20", 175°
13' 30"), thence southeastwardly along the centreline of that unnamed road and along the imaginary continuation of that centreline
to the point where it reaches the coast of Fanga'uta Lagoon (21° 09' 31", 175° 13' 12"), thence northeastwardly along the
Mean High Water Mark along the coast of Fanga'uta Lagoon to the point where it meets the imaginary continuation south-westward of

TONGATAPU 3 ELECTORAL CONSTITUENCY
GENERALLY
Tongatapu 3 contains the majority of Kolofo'ou (including the settlements of `Amaile, Pahu, Fasimo e-Afi `a Tungi, Ngele'ia, Mataika
and Halaleva) and part of Ma'ufanga. Kolofo'ou is government estate while Ma'ufanga is a noble estate of the title Fakafanua. The
boundary that divides the estate was drawn along roads for ease of recognition.

All that portion of Tongatapu which is enclosed by the following boundary lines -
Beginning at the point where the imaginary continuation northward of the centreline of Tupoulahi Rd meets the Mean High Water Mark
on the coast north of Nuku'alofa (21° 08' 10", 175° 11' 35"), thence southeastwardly along the Mean High Water Mark to
its junction with the imaginary continuation northward of the centreline of `Itafua'atonga St (21° 08' 23", 175° 10' 59"),
thence southwestwardly along the centreline of `Itafua'atonga St to its junction with Hekoni St (21° 08' 22", 175° 11'
03"), thence eastwardly along the centreline of Hekoni St to its junction with Paku St (21° 08' 31", 175° 11' 07"), thence
southwardly along the centreline of Paku St to its junction with Ha'amoko St (21° 08' 47", 175° 11' 08"), thence southwestwardly

GENERALLY
Tongatapu 4 contains most of Ma'ufanga (including Houmakelikao, `Umusi and `Anana), Fangaloto, Patangata, Popua, Tukutonga and Nukunukumotu.
It also includes the islands of Pangaimotu, Fafaa and Velitoa Hihifo. Of these areas, only Ma'ufanga is a noble estate: the rest
are government estates.
Tongatapu 4 also includes the uninhabited islands North of Nuku'alofa: Mata'aho, Talakite, `Oneata, Manima, Makaha'a, Mounuafe, Velitoa
Hahake, `Onevai, `Onevao, Malinoa, Motutapu, Fukave, Nuku, `Ataa, and Tau.
PRECISE BOUNDARIES
All of the land area enclosed by the line following the Mean High Water Mark of the following islands: Nukunukumotu, Pangaimotu, Fafaa,
Velitoa Hihifo, Velitoa Hahake, Mata'aho, Talakite, `Oneata, Manima, Makaha'a, Mounuafe, `Onevai, `Onevao, Malinoa, Motutapu, Fukave,
Nuku, `Ataa, and Tau; and all that portion of Tongatapu which is enclosed by the following boundary lines –

TONGATAPU 5 ELECTORAL CONSTITUENCY
GENERALLY
Tongatapu 5 is the Western region of Tongatapu Island and it includes the village of Ha'atafu, Neiafu, Kanokupolu, `Ahau and Ha'akili,
Kolovai, Ha'avakatolo, Fo'ui, Masilamea, Te'ekiu, Nukunuku, Matafonua, Matahau, Vaotu'u, Ha'utu, Fahefa and Kala'au. `Atataa Island
is also included in Tongatapu 5 because, like Kolovai, it is an estate of Noble Ata. This constituency also includes the uninhabited
islands of Toketoke, Tufaka, `Alakipeau, and Polo'a. In addition the more distant uninhabited islands of `Ata, Telekitonga and Telekitokelau
have been included in Tongatapu 5. The Eastern boundary of the constituency follows Vimahi Rd and the boundary between the estates
of Tu'ivakano and Noble Vaea.
PRECISE BOUNDARIES
All of the land area enclosed by the line following the Mean High Water Mark of the following islands: `Atataa, Toketoke, Tufaka,
`Alakipeau, Polo'a, `Ata, Telekitonga and Telekitokelau; and all that portion of Tongatapu which is enclosed by the following boundary

Beginning at the point where the imaginary continuation north-eastward of the boundary between the estates belonging to Tu'ivakano
and the Government meets the Mean High Water Mark on the northern coast of Tongatapu (21° 07' 39", 175° 16' 30"), thence
southwestwardly along that estate boundary to its junction with Hihifo Rd (21° 08' 00", 175° 16' 42"), thence eastwardly
along the centreline of Hihifo Rd to its junction with Vimahi Rd (21° 08' 00", 175° 16' 39"), thence southwestwardly along
the centreline of Vimahi Rd to its junction with Loto Rd (21° 09' 07", 175° 17' 23"), thence westwardly along the centreline
of Loto Rd to its junction with the boundary between the estates belonging to Tu'ivakano and Vaea (21° 09' 01", 175° 17'

Tongatapu 6 contains the rest of the Western villages namely, Hofoa, Puke, Sia'atoutai, Fatai, Lakepa, Houma (including Matangiake
and Makapaeo), Ha'akame, Ha'alalo, `Utulau and part of Pea (the settlements, Liahona, Kahoua and Lomaiviti). The boundary through
Pea follows the road and estate boundary behind the Royal Villa.
PRECISE BOUNDARIES
All that portion of Tongatapu which is enclosed by the following boundary lines -
Beginning at the point where the imaginary continuation north-eastward of the boundary between the estate belonging to Tu'ivakano
and that belonging to the Government meets the Mean High Water Mark on the northern coast of Tongatapu (21° 07' 39", 175°
16' 30"), thence southwestwardly along that estate boundary to its junction with Hihifo Rd (21° 08' 00", 175° 16' 42"),

TONGATAPU 7 ELECTORAL CONSTITUENCY
GENERALLY
Tongatapu 7 is in the central part of Tongatapu Island. It includes the main Pea village, part of Tofoa/Koloua, Tokomololo, Ha'ateiho
and Lotoha'apai. All are noble estates except Tofoa/Koloua which is government estate. The Eastern boundary follows the estate boundary
road between the Government estate on the East and the estate of Tu'iha'ateiho on the West.

Tongatapu 8 contains most of the central area of Tongatapu Island and includes the villages of Malapo, Vaini, Longoteme, Folaha, Nukuhetulu,
Kauvai and Veitongo. All are noble estate except Nukuhetulu and Veitongo which are government estates. This constituency also includes
the uninhabited islands of Ngofonua, Mo'ungatapu and Kanatea. Kanatea Island has been placed in this constituency as it, along with
Longoteme on the mainland, is part of Noble Veikune's estate.
