2. Exemptions and penalties
ESSENTIAL COMMODITIES
To provide for the conservation of essential commodities.
1. Power of Minister to make rules for conserving commodities
If at any time it appears to the Minister responsible for home affairs that there have occurred, or are about to occur, events of such a nature as to be calculated, by interfering with the supply and distribution of food, water, fuel or light, or with the means of transport, to deprive the community, or any substantial portion of the community, of the essentials of life, the Minister responsible for home affairs may make regulations controlling the importation, possession, distribution, sale, supply or use of any goods or commodity.
2. Exemptions and penalties
Any regulations made under the provisions of section 1 may:
(a) grant or provide for the granting of exemptions from any of the provisions of the regulations, either unconditionally or subject to conditions;
(b) provide that the contravention of any provision thereof shall constitute an offence and may prescribe penalties for such offence.
