LOCAL GOVERNMENT EXECUTIVE OFFICERS
(DUTIES AND RESPONSIBILITIES)
Order 9 of 1995
To provide for the duties and responsibilities of Local Government Region Executive Officers.
1. Duties and responsibilities of Local Government Region Executive Officers
The duties and functions of a Local Government Region Executive Officer shall be –
to act as agent of the Government within his Local Government Council region;
to liaise with and be responsible for informing the Government on matters pertaining to political, economic and social conditions in his Local Government Region;
to advise the Local Government Council on administrative matters arising under the Decentralization Act [Cap. 230];
to monitor various administrative and financial matters originating from the Government to a Local Government Council or to its region;
to report to the Minister without delay and comment as appropriate to the Chairman of the Local Government Council on receiving any proposed by-laws under section 15 of the Decentralization Act [Cap. 230];
to perform other duties from time to time as requested by the Government;
to do all matters specifically or implicitly required to further the above duties.
An Executive Officer is directly responsible to the Minister of Home Affairs and the Prime Minister.
Any Local Government Council which requires the assistance of the Government on any proposed project to be established within its region shall submit the project proposal to the Executive Officer in its region who shall forward it to the Minister within two weeks of receipt with his comments thereon.
