AN ACT to amend the Youth, Sports and Cultural Affairs Act 1993/1994.

BE IT ENACTED by the Legislative Assembly of Samoa in Parliament assembled as follows:-
1. Short title and commencement - (1) This Act may be cited as the Youth, Sports and Cultural Affairs Amendment Act 2003 and shall be read with and form part of the Youth, Sports and Cultural Affairs Act 1993/1994 (the principal Act).
(2) This Act shall come into force on the day it is assented to by the Head of State.
(3) Notice of commencement of this Act shall be published in Samoan and English in the Savali and one other newspaper circulating in Samoa.
2. Interpretation - Section 2 of the principal Act is amended by deleting the definition of "Federation" and inserting the following:
""Federation" means the Samoa Association of Sports and National Olympic Committee or its successor, however styled, and in the event that the Samoa Association of Sports and National Olympic Committee ceases to exist such organisation or body representing sports organisations in Samoa as may be nominated by the Minister."
3. Members of Board - Section 13 of the principal Act is amended by:
(1) Deleting paragraphs (c), (d), (e), (f), and (g) subsection (1) and substituting the following:
"(c) One person to represent the Federation;
(d) Two persons to represent youth;
(e) One person to represent sports;
(f) Two persons to represent culture;
(g) Two persons to represent the general public;"
4. Remuneration and allowances of Board Members - Section 16 of the principal Act is amended by deleting from paragraph (b) the following words:
"not being a full time salaried employee of the Government"
5. Retrospective Application - Sections 3 and 4 of this Act shall have retrospective application from the 13th day of March 2002.
